Every motorised pleasure craft in Canada operating with a motor of 10 horsepower (7.5 kW) or more must be registered or licenced. Pleasure Craft Licence vs Boat Registration: Which Do You Need?

Pleasure Craft Licence (PCL) — Most Boaters Need This

  • Required for: All pleasure craft with a motor of any horsepower

Step 1: Determine Your Requirements (5 minutes)

Answer these questions:

  • Does your boat have a motor? If yes, you need at minimum a Pleasure Craft Licence.
  • Is the motor 10 HP (7.5 kW) or more? You must carry proof of competency (Pleasure Craft Operator Card).
  • Do you operate commercially, have a marine mortgage, or travel internationally? You need full registration.
  • Is it a non-motorised boat (kayak, canoe, rowboat)? No licence or registration required.

Step 2: Apply for Your Pleasure Craft Licence (15-20 minutes)

  1. Go to the Transport Canada Pleasure Craft Licensing portal online
  2. Create an account or sign in
  3. Enter your boat information: make, model, year, length, hull material, HIN (Hull Identification Number)
  4. Provide your personal information and proof of ownership (bill of sale, registration from a previous province, or manufacturer’s statement of origin)
  5. Submit the application
  6. Receive your licence number by email (typically 2-5 business days)
  7. A physical card will be mailed to you (keep it on board at all times)

Step 3: Order Your Registration Number Lettering

Once you have your licence number, you need to display it on both sides of the bow. Requirements:

  • Minimum height: 75 mm (3 inches)
  • Colour: Must contrast with the hull colour (dark letters on a light hull, or light letters on a dark hull)
  • Material: Marine-grade vinyl rated for outdoor/marine use (standard vinyl will peel and fade within one season)
  • Placement: Both sides of the bow (forward quarter of the vessel), above the waterline
  • Reflective option: Not required but recommended for safety — visible at night under searchlight

Step 4: Apply the Lettering (30 minutes)

  1. Clean the hull surface with isopropyl alcohol. Remove all wax, dirt, and marine growth from the application area.
  2. Dry-fit the letters: Hold them in position with masking tape and step back to check alignment and height.
  3. Use a measuring tape to ensure both sides match in height and position from the bow point.
  4. Apply using the hinge method: Tape across the top, flip up, peel backing, lower onto surface, squeegee from centre outward.
  5. Press firmly over rivets, curves, and seams using a heat gun on low to help the vinyl conform.
  6. Remove transfer tape after 15 minutes, pulling slowly at a 180-degree angle.

Temperature note: Apply in temperatures above 10°C. If storing the boat for winter, apply the lettering in early spring when you de-winterise.

Step 5: Carry Required Documents on Board

When on the water in Ontario, you must have:

  • Pleasure Craft Licence (card or printed proof)
  • Pleasure Craft Operator Card (if motor is 10 HP+)
  • Proof of insurance (not legally required in Ontario but strongly recommended)
  • Safety equipment as required by the Small Vessel Regulations (lifejackets, fire extinguisher, bailer, paddle, sound-signalling device, navigation lights)

Renewal and Transfers

  • Renewal: Every 10 years. Transport Canada sends a reminder, but mark your calendar.
  • Selling your boat: The new owner must apply for a new licence. Your licence cannot be transferred.
  • Buying a used boat: Insist on a bill of sale and the previous owner’s licence number. Apply for your own new licence before launching.
  • Moving provinces: Your PCL is valid Canada-wide. No need to re-licence when moving within Canada.

Do I need to register a kayak or canoe in Ontario?

No. Non-motorised watercraft (kayaks, canoes, rowboats, paddleboards) do not require a licence or registration. If you add a motor (even an electric trolling motor), you then need a Pleasure Craft Licence.

What happens if I operate without a Pleasure Craft Licence?
