Every commercial motor vehicle operating in Ontario must display specific identification markings as required by the Highway Traffic Act, R.S.O. 1990, c. H.8 and the Commercial Vehicle Operators' Registration (CVOR) Certificate program administered by the Ministry of Transportation Ontario (MTO). Who Needs a CVOR and Vehicle Markings?

Under the Highway Traffic Act, R.S.O. 1990, c. H.8, Section 16 and O. Reg. 424/97, a Commercial Vehicle Operator's Registration (CVOR) certificate is required for operators of:

  • Commercial motor vehicles with a registered gross weight or actual gross weight exceeding 4,500 kg
  • Buses with a seating capacity of 10 or more passengers
  • Tow trucks (all classes)
  • Vehicles transporting dangerous goods regardless of weight

CVOR Identification Marking Requirements

Under O. Reg. 424/97, Section 5, every commercial motor vehicle subject to CVOR must display:

CVOR Number Display

  • Location: Both sides of the power unit (truck or tractor) — not on trailers
  • Content: The complete CVOR certificate number preceded by "ONTARIO" or "ONT."
  • Letter height: Minimum 50 mm (2 inches)
  • Colour contrast: Must contrast sharply with the vehicle body colour — dark lettering on light vehicles, light lettering on dark vehicles
  • Durability: Must be permanently affixed — magnetic signs are NOT acceptable for CVOR markings
  • Visibility: Must be legible from a distance of 15 metres during daylight hours

Operator Name

  • The legal name or registered operating name of the CVOR holder must be displayed on both sides of the power unit
  • Minimum letter height: 50 mm (2 inches)
  • Must match the name exactly as it appears on the CVOR certificate
  • Trade names are acceptable only if registered with the Ministry of Government and Consumer Services

Unit Number

  • A unique unit identification number must be displayed on both sides of every power unit and trailer
  • Minimum letter height: 50 mm (2 inches)
  • Must match the unit number recorded on the vehicle's portion of the fleet listing
  • Must be visible and legible — not obscured by equipment, mud flaps, or cargo

Weight Class and GVW Markings

Under HTA Section 7(5) and O. Reg. 628, commercial vehicles must display their weight classification:

  • Registered Gross Vehicle Weight (GVW): Must be displayed on both sides of the vehicle or on the cab doors
  • Format: "GVW [weight] KG" or "RGVW [weight] KG"
  • Letter height: Minimum 25 mm (1 inch)
  • Must match: The weight must correspond to the vehicle permit (plate registration)

Dangerous Goods Placards

Under the Transportation of Dangerous Goods Act, 1992 (Federal) and O. Reg. 555/06, vehicles transporting dangerous goods must display:

  • TDG placards: Diamond-shaped, minimum 250 mm x 250 mm, on all four sides of the vehicle/container
  • UN numbers: Four-digit identification numbers on orange panels or within placards
  • ERP signs: Emergency Response Plan reference numbers where applicable
  • Reflective requirements: Placards must be reflective for night visibility — 3M Diamond Grade reflective meets Transport Canada standards

National Safety Mark (NSM)

Under the Motor Vehicle Safety Act (Federal), all vehicles manufactured or imported for sale in Canada must bear the National Safety Mark. For commercial vehicle operators:

  • Verify the NSM is present on all vehicles and trailers in your fleet
  • Defaced or missing NSM labels should be reported during your annual inspection
  • Replacement labels must be obtained from the original manufacturer

Reflective Tape Requirements

Under O. Reg. 587, Section 8 and CMVSS 108:

  • Required on: All trailers over 2,032 kg GVW and truck tractors
  • Placement: Alternating red and white retroreflective tape along the sides (minimum 50% of trailer length) and across the full width of the rear
  • Material: Must conform to FMVSS 108 / CMVSS 108 — 3M Diamond Grade conspicuity tape is the industry standard
  • Upper rear corners: Two white retroreflective strips (minimum 300 mm each) at the upper corners of the trailer rear
  • Maintenance: Reflective tape must be replaced when it becomes faded, peeling, or fails to reflect — this is checked during annual PMCVI inspections

MTO Roadside Inspection Consequences

During an MTO roadside inspection under the HTA:

  • Missing CVOR markings: Fine of $250-$500 per violation, vehicle may be placed out of service
  • Incorrect or misleading markings: Fine up to $20,000, possible CVOR points
  • Missing reflective tape: Out-of-service order until corrected — vehicle cannot proceed
  • Missing dangerous goods placards: Fine of $500-$10,000, immediate impoundment
  • CVOR points: Marking violations add points to your CVOR record — excessive points trigger facility audits that can result in CVOR cancellation
